candid camera moments from yesterday's presidential inauguration. it is dangerously cold out there from tonight the citywide effort underway to keep the most vulnerable residents warm and safe. it is our top story seen around the country tonight on wgn america. at the department of human services on south kensington tonight. the effort out here actually has very little to do with the cold weather initially it has everything to do with housing the heads of the homeless in chicago this is key to this city of chicago for a number of reasons,, getting a goodback in 2011,

6600 homeless people were tallied in the city of chicago. the volunteers filled this west side warning center ready to count heads of the homeless in chicago especially when temperatures dipped like they have in recent days on a night like tonight you don't need a temperature gauge to tell you it's cold outside everywhere you look signs of just how frozen the city feels in almost two years people dressed for the deep freeze this couple from l.a. wisely prepared for the worst. this is a chicago we are fortunate we don't have earthquakes, we don't have

tonight. >> those two men died from smoke inhalation no official word on their identity tonight but what we can tell you is that a source has told me that at least one of those men were working as a cable repairman about a dozen people from this condo building are displaced tonight. they are working to find the people a place to stay. as work continued into the night to keep the winter elements from penetrating the fire gutted condos on south shore drive, some residents learned of the fire only as they walked in from work tonight. i had no idea what was going on. >> the three alarm fire sent thick black smoke rising above the south shore skyline just after 230 in the morning. it didn't take long for this president to make his way to the

police officers supposedly wrongfully killed a chicago man and taunted his relatives right afterwards with racial slurs. >> a fatal police involved shooting an outrage crowd of onlookers and now a lawsuit the family claiming that officers at the scene repeatedly used the n wordf.. star with an armed it started with an armed robbery. police say after a very violent encounter an officer shot and killed him in a crowdand a crowd quickly gathered to the scene at 55th and ashland. >> i asked what happened, he smirked, he shrugged his

shoulders and said it's just another [expletive] dead. >> they shot him in the back, not once but twice. they filed a federal lawsuit today against the city, the police department for the officers alleging this conduct, some officers are hurled racial slurs as the crowd of onlookers crew, angry about his debts. we called the police officers over 20 times and they never told me where my brother was. >> some people refuse to leave the scene, five men ended up charged with mob action after throwing bricks at police cars.

the rescue workers figgers started freezing, you can imagine how the dog fell to standing on thin ice in the middle of the harbor every winter at the chicago fire department gets animals who wandered off shore and several times per year to get humans to fall in. this is in safe and all you will not last long, hypothermia will said in. at 10:30 a.m. rescuers' finally got close enough to the dog to tranquilize him and get him to shore. he is doing good. he is now in the care of animal control where the hunt is on for his owner. >> they don't know who owns the dog he is a male shepherd mix about one year old, lightly injured and he did not have a collar. called animal controlcall

>> few rulings have sparked the kind of emotional reaction that roe vs. wade have. we look at the history of that ruling and how it has evolved. i was right here when it happened. >> she grew up in hyde park she got her master's in social work at the university of illinois and she was working at the hospital when roe vs. wade came down in 1973. the whole issue was that some people can have a choice, some people always had a choice, they had enough money but if they didn't have enough money they really didn't have a legitimate choice. she and her friend became lifelong friends working on the fourth floor of cook county thethe pregnancy board, many of their cases were botched abortions. some of them were do-it-yourself
